March 29, 2011 Adjustment to Research Accounting website: Re-Budgeting Procedure for Federal Grants In an effort to improve the re-budgeting requirements for Federal grants, the Controller’s Office and Office of Grant and Contract Administration (OGCA) have developed a more efficient system to process requests related to re-budgeting. This process significantly cuts down on the time and paperwork involved in re-budgeting on eligible federal grants. The major change is that an Organizational Prior Approval System (OPAS) form is no longer required for those actions that the University can process without sponsor approval for re-budgeting. Requests and justifications may now be initiated directly with the Controller’s Office via e-mail. OGCA continues to have responsibility for approving pre-award costs and “no-cost extensions” of time as well as all actions that require sponsor approval. OGCA has developed a revised form for pre-award and pre-establishment of accounts by combining the two old forms. The new form is available on OGCA’s website (www.umass.edu/research/ogca).
